GPC’s former Budget Director, Mark Gerspacher, who left a couple months prior to the budget deficit, is now the “executive director for compliance, reporting and financial services” for Chattahoochee Technical College, which is a unit of the Technical College System of Georgia.
In short, essentially every primary duty of the Budget Director was left unfulfilled.
The Collegian made several unsuccessful attempts to contact Gerspacher via phone and was subsequently greeted with “no comment” and a closed door after a visit to his Marietta office.
“With limited exceptions … none of the reports that I prepared reflected budget deficits because I did not believe there were any budget deficits,” wrote Gerspacher in an affidavit regarding GPC’s budget crisis. “If it appeared that a particual budget item in the general fund was going to exceed the amount budgeted, I asked the accounting department to charge that expense to an alternative funding source.”
According to the affidavit, Gerspacher knew of “short term deficits” in GPC’s sponsored operations and technology fee accounts that “were eliminated in early 2012″ before he left GPC.
“I did not learn about additional possible budget deficits at GPC until after my departure on or about March 15, 2012,” wrote Gerspacher.
